What the VCC captures
- VOCA grant funds subtotal

- Refunds and deductions
- Recovery personnel costs (staff time spent on subrogation / restitution collection)
- Certification compliance checkboxes (supporting records, calculation policy, authorized representative signature)
- Inclusion/exclusion settings for forensic exams and American Rescue Plan funds
Why this matters
The OVC uses annual VCC data to calculate the following year’s federal formula allocation for each state compensation program. Getting the VCC right has direct dollar consequences. VCPMS’s purpose-built generator removes transcription risk: every value traces to a queryable record in the platform.
Workflow
Prep VCC data at year-end → review with finance + program director → submit to OVC. The report’s audit trail (which claims / payments rolled up into which line) is preserved in VCPMS.
