VCPMS is developed and maintained by ASDcom, Inc. and implemented for state programs by our partner HEART4Victims. Together we modernize state victim-compensation programs without losing the institutional knowledge programs have built up over decades. We believe the people who were harmed should not be harmed again by bureaucracy.
Why this matters
Federal research consistently shows the majority of violent-crime victims never apply for compensation they're entitled to — often because the process is too confusing or too slow. Every friction we remove — an application that remembers where you left off, a portal that speaks Spanish, an AI that pre-extracts fields from your paperwork — is one less reason a victim gives up.
What we build
ASDcom develops and maintains a SaaS platform specifically for state VOCA-funded victim compensation programs. Five purpose-built portals. Forty-plus work-item types covering the full claim-to-payment-to-recovery lifecycle. Configurable per tenant so each state runs its program its own way.
ASDcom, Inc. — the product company
ASDcom, Inc. is a Sacramento-based product company founded in 2015. ASDcom develops and maintains VCPMS, hosts the platform on Azure, and sets the product roadmap. Before VCPMS, ASDcom's team delivered California's CaRES compensation system — the experience directly shaped VCPMS's architecture.
HEART4Victims — implementation partner
HEART4Victims (Helping Establish Assistance Resource Team) is a mission-driven nonprofit founded in February 2018 in Sacramento by retired victim-compensation program staff and IT professionals. HEART's mission is to leverage innovative technology to help government and nonprofit service providers better serve crime victims, ensuring those victims receive compassionate assistance tailored to their situations.
HEART brings deep victim-services domain expertise to each VCPMS deployment — implementing and configuring the platform for each state program, interacting with program staff through implementation and support, and ensuring the platform stays grounded in what actually helps victims, not just what ships a feature. HEART4Victims is led by Jo Ann Goodwin, Director.
