About VCP Management Suite

Purpose-built for victim compensation. Proven in production.

VCPMS is a secure, configurable case-management suite designed specifically for state victim-compensation programs — not a generic case-management tool bent into the role. The platform runs the full lifecycle: application intake, eligibility review, award determination, benefit processing, payment batching, offender restitution, board governance, and federal / state grant reporting — on a multi-tenant SaaS foundation that a small state program can stand up and a large one can scale into.

VCPMS is developed and maintained by ASDcom, Inc., a Sacramento-based product company founded in 2015. The platform is implemented for state programs by our partner HEART4Victims, a Sacramento nonprofit founded in February 2018 by retired victim-compensation program staff and IT professionals. Together, we delivered California's CaRES system, and now run Maine's and Oklahoma's compensation programs — with Alaska implementation in progress.

Six portals, one platform.

Each role in a state victim-compensation program has its own purpose-built experience.

VCPOffice

VBO · Portal

The comprehensive back-office portal for program staff — Claims Analysts, Team Leads, Supervisors, and Administrators. Full claims processing, case management, financial management, document management, reporting.

👤

VCPOnline

VCA · Portal

The victim-facing portal — online application submission, document upload, real-time claim status tracking, secure messaging, and payment info. Guided step-by-step wizard with mobile-responsive design.

🏥

VCPProvider

SPA · Portal

Dedicated portal for service providers — medical, dental, counseling, funeral, and others. Bill submission, document upload, payment status tracking, remittance detail access, two-way communication with staff.

🤝

VCPAdvocate

ADV · Portal

Purpose-built for victim advocates to assist claimants. Multi-case tracking, real-time claim status reports for court preparation, two-way communication with staff, and survey distribution capabilities.

👮

VCPAgency

LEA · Portal

Secure portal for law enforcement agencies and prosecutors to access claim-related information, submit documentation, track SAKI (Sexual Assault Kit) cases, and communicate through secure channels.

🏛

VCPBoard

BRD · Portal

Read-only portal for determination-board members to review upcoming and historical dockets, drill into configured claim sections, and keep author-only private notes. Field-level redaction and pane visibility are tenant-configurable.

Business benefits

What state programs get when they modernize on VCPMS.

  • Full claims lifecycle on one platform — application through award, payment, and recovery.
  • VOCA PMT quarterly and VCC annual report generators pulling live program data.
  • Configurable multi-level appeals, board governance, and restitution tracking.
  • Five purpose-built portals: VBO, VCA (victims), SPA (providers), ADV (advocates), LEA (law enforcement).
  • Funding-source-aware retention windows (3-year Federal-only, 5-year with state funds).
  • HIPAA-aligned with BAAs; architected to CJIS controls; FedRAMP-authorized Azure infrastructure.
  • Tenant configuration export/import to bootstrap a new state from a proven deployment.
  • Spanish out of the box; i18n-ready for any additional language per tenant.

Multi-tenant SaaS

Shared-infrastructure economics with per-tenant configuration. Small programs pay small; large programs scale into the same platform.

📱

Mobile & desktop design

Mobile-first victim, provider, advocate, and law-enforcement portals. Back-office runs on desktop where analysts need full-screen workspaces.

🛠

Managed operations

Azure-hosted, monitored, and maintained by ASDcom. Programs focus on serving victims — not on running infrastructure.

🧠

AI-assisted workflows

Inline contextual help, eligibility suggestions, consistency analysis, and incoming-document classification with tenant-configurable routing.

📋

Configure, don't customize

State machines, assignment rules, notification rules, document templates, and dashboards are configuration — not code. Changes ship without releases.

🤝

Product team + implementation partner

ASDcom develops and maintains the platform; HEART4Victims implements and configures it for your state. The same team delivered California's CaRES, Maine, and Oklahoma — and is deploying Alaska.

A program director in a working conversation with two advisors

Built with the programs. For the programs.

Designed by the people who've run the programs.

VCPMS isn't a generic case-management tool bent into the victim-compensation role. Every state machine, every workflow rule, every report is shaped by the people who've spent careers running state compensation programs — and who now implement VCPMS through HEART4Victims.

When a program director talks to our implementation team, they're talking to former program staff. When ASDcom ships a platform feature, it reflects real state-program feedback, not guesswork. That's why VCPMS fits the role instead of forcing programs to bend around it.

State programs using VCPMS

In production across two states — with Alaska implementation currently in progress.

Maine state seal

Maine Victims' Compensation Program

Maine's compensation program has been running on VCPMS in full production since 2023, branded locally as CAMS. VCPOffice, VCPOnline, and VCPAdvocate are live, with partial law-enforcement access. HEART4Victims delivered the implementation on time and within budget. As a smaller state program, Maine demonstrates that "configure-don't-customize" economics let compact programs share the full feature surface with larger tenants without custom builds.

Oklahoma state seal

Oklahoma Crime Victims Compensation Program

The Oklahoma Crime Victims Compensation Board (OCVCB) administers compensation for victims of violent crime — medical, mental-health, funeral, lost wages. HEART4Victims has partnered with OCVCB since October 2018. Oklahoma's online victim application and vPostalBox have been live since 2019, with ~60% of claims now filed online. A signed 5-year subscription contract is now in active implementation to replace OCVCB's 35-year-old Microsoft Access back-office with the full VCPMS platform — including the SANE module and determination docket management.
