Restitution Tracking & Offender Payment

Track court-ordered restitution plans, record offender payments, split receipts between victim and fund, generate DA request letters — all with a timestamped audit trail.

Key benefits

  • · Court-ordered restitution plan capture (lump-sum vs installment)
  • · Offender-payment receipts allocated between victim portion and fund portion
  • · Append-only restitution event log — every letter, payment, status change
  • · Prosecutor and supervision-officer contacts tied to each offender
  • · Restitution Request Letter to DA generated with one click, pre-populated

Why this is a differentiator

Most competitor platforms stop at capturing offender name and charge. That’s not enough. When the court orders restitution, someone has to track the order, pursue collection, record each receipt, and allocate the dollars correctly between the victim and the fund. VCPMS treats restitution as a first-class workflow.

What the Offender record holds

Personal details, arrest/charge, court docket, judge, adjudication date, court case status — plus a full restitution module: restitution type (lump-sum or installment), scheduled payment plan, allocation split (direct-to-victim vs subrogated-to-fund), prosecutor contacts, supervision-officer contacts, subrogation tracking.

OffenderPayment: each check received

Each restitution payment from (or on behalf of) an offender is an OffenderPayment with: victim portion, fund portion, collection source (court clerk, intercept agency, direct payment), payer role, check receipt details, and a link to the scanned InDocument (the actual check / money order). When posted to the fund, it links to a FundCollection that replenishes the program’s source fund.

RestitutionEvent audit

Every restitution-related event — letter sent, payment received, status change, intercept filed — appends to RestitutionEvent. Auditors see a chain of custody.

DA letter automation

Program staff generate a “Restitution Request Letter to District Attorney” directly from the offender record. The template pulls the total awarded amount, payment summary, and offender details automatically. One click, one letter.
