The scenario
A single event — a mass shooting, a transit disaster, a natural disaster criminally amplified — produces many claimants at once. A program that processes these victims one-at-a-time the way it processes routine claims will be overwhelmed, and — worse — will be slower for the very victims who need help fastest.
What VCPMS provides
- Incident record. A single incident-level record with date, location, and law-enforcement reference ties all associated claims together.
- Bulk victim registration. Program staff (or walk-in intake) register many victims quickly — basic demographics, link to incident, preliminary benefit needs — without the full individual claim wizard.
- Pre-established eligibility. The incident itself is pre-evaluated; each victim attached to it inherits the eligibility determination without re-proving the crime occurred.
- Shared documentation. One police report, incident narrative, and LE verification applies to every victim claim attached to the incident — no re-upload per victim.
- Simplified UI theme. An alternate Angular theme (
asd-theme-mass-casualty) provides a streamlined, high-contrast intake layout for walk-in scenarios and command-post use.
Status
This workflow is fully designed and implemented in a feature branch, pending merge to main. Marketing copy reflects the full designed capability; capability-page header will carry an “Arriving” tag until the branch merges. Once live, it moves to status: shipped, confidence: strong.
